1). The practice of the Department concerned with
Chinese Labour in Western Samoa and about the
conditions of Chinese Labourers under the Free
Labour Ordinance is dealt with in the New Zealand
Government's Annual Reports to the Permanent
Mandates Commission, of which the most interesting
passages are flagged in the annexed file.
2) The Free Labour Ordinance makes no provision
for the issue of administrative regulations by
the Government in regard to Chinese Labourers,
who, as explained in the reply to the questionnaire
of the L. of N are subject only to the statute
law of the territory. The rules governing the

are contained in the Schedule to the Ordinance
together with the "Free Labour Conditions", copies
of which are in 11713/24.
who, as stated in the reply to the L. of N's
questionnaire, is appointed to look after the
interests of the labourers, is responsible for
seeing that these terms of employment are carried
out.
3) If any further information is desired, the
best way of obtaining it would be to consult
the High Commissioner, as suggested by the Western
Samoan Administration in 11713/24.
